# Delos Cloud, Microsoft’s German Cloud Commitment

In January Microsoft published an [annual review](https://news.microsoft.com/source/emea/2026/06/jahresbilanz-wie-wir-unsere-digitalen-zusagen-fuer-europa-umsetzen/?lang=de) about their commitment to Europe (translated):

> Europe is accelerating the use of artificial intelligence and increasingly recognizing its potential to sustainably increase productivity, strengthen competitiveness, and modernize the public sector. At the same time, organizations across Europe are focusing on digital sovereignty and resilience: they want to maintain control over their data and critical processes in a period of geopolitical uncertainty. 

> These priorities are interconnected. That's precisely why we announced our Digital Commitments for Europe a year ago : we want to live up to these expectations. The commitments focus on five areas: 

> 1.Building a broad AI and cloud ecosystem across Europe 

> 2.Maintaining Europe's digital resilience even in times of geopolitical uncertainty 

> 3.The continuous protection of European data 

> 4.The protection and defense of Europe's cybersecurity 

> 5.Strengthening Europe's economic competitiveness – also in the area of open source 

> Together, they reflect a simple principle: Europe should be able to use global technology on a large scale – according to European rules and with the assurance that it remains available, secure, and under the control of customers. One year later, we take stock of how we have put these commitments into practice. 

Part of their approach is the launch of a sovereign cloud specifically designed for the German public sector in a partnership with SAP [called Delos Cloud](https://azure.microsoft.com/en-us/blog/microsoft-strengthens-sovereign-cloud-capabilities-with-new-services/):

> National Partner Clouds are a core part of the Microsoft Sovereign Cloud strategy. They provide independently operated cloud environments that deliver Microsoft Azure and Microsoft 365 capabilities under local ownership and control. 

> Delos Cloud is designed to meet German government’s BSI cloud platform requirements. 

> Bleu is designed to meet the French government’s (ANSSI) SecNumCloud requirements. 

> For many public sector organizations, ERP is a critical workload that requires modernization to cloud environments. SAP is planning to deploy its RISE with SAP offering on Microsoft Azure for both Bleu and Delos Cloud customers, in addition to support of RISE with SAP for customers using Microsoft Azure public cloud deployments.

Microsoft Azure is already GDPR-compliant and there is the on-premise option too, both of which are equipped to run cutting edge AI models. From the same article:

> As we advance our Sovereign Private Cloud capabilities with Azure Local, we are introducing a new Azure offering with the latest NVIDIA RTX Pro 6000 Blackwell Server Edition GPU purpose-built for high performance AI workloads in sovereign environments. 

> Designed to run over 1,000 models such as GPT OSS, DeepSeek-V3, Mistral NeMo, and Llama 4 Maverick, this GPU enables organizations to accelerate their AI initiatives directly within a sovereign private cloud environment. Customers gain the flexibility to experiment, innovate, and deploy advanced AI solutions with enhanced performance. This means organizations can pursue new AI-powered opportunities while helping ensure data protection and compliance. 

> In addition, customers can gain access to thousands of prebuilt and open-source AI models, ready to deploy for a wide range of scenarios—from generative AI and advanced analytics to real-time decision making. This combination empowers customers to experiment, innovate, and operationalize cutting edge AI solutions, while keeping governance front and center.

While those are early days and we are yet to see how far the initiative gets, it shows Microsoft’s interest to build a solid presence in Europe and Germany specifically. This also goes in line with [my observations from last week](https://marginsofcare.com/germanys-healthcare-chaos-and-opportunity-microsofts-app-store-case/) about how Microsoft is uniquely positioned to effectively open the healthcare doors to new tech companies, providing them with infrastructure, compliance and distribution in what was until recently a walled garden.

Azure is Microsoft’s biggest growth engine and its productivity and business products - useful as they are - serve as a funnel for its cloud business. Enabling a new health tech ecosystem is the perfect way to increase that funnel exponentially.
